PVAC — Presidential Initiative for Unlocking the Healthcare Value ChainPVAC

Our Mandate

A comprehensive, multi-faceted mandate.

In October 2023, President Bola Ahmed Tinubu established PVAC to drive transformative change across Nigeria's healthcare ecosystem. Our strategic priorities span four pillars — each describing a specific line of work.

PVAC carries a comprehensive mandate designed to accelerate value-chain transformation, foster cross-sector collaboration, and expand private-sector participation. Each of the four pillars below describes a specific line of work — together they form the complete PVAC programme.

01

Domestic Manufacturing

A measurable increase in the domestic manufacturing of pharmaceuticals, vaccines, biologics, medical consumables and devices — reducing import dependence and strengthening national resilience.

Pillar 1 of 4

02

Quality Care, Less Medical Tourism

Reduce outbound medical tourism by improving the quality of health services in Nigeria and catalysing alternative health ecosystems within the country.

Pillar 2 of 4

03

Quality Jobs

A measurable increase in the quality of jobs created for Nigerians across the healthcare value chain.

Pillar 3 of 4

04

Investment & GDP Growth

Improve foreign direct investment and the health sector's contribution to Nigeria's GDP.
